Per OSHA Lockout Tagout regulation (1910.147), any process or facility equipment that has multiple energy sources require Lockout Tagout procedures. Under the regulation, the equipment is required to be brought to a zero energy state. Bringing a piece of equipment to a zero energy state requires locking out every energy source.
